Crazy idle help

Hi all, I have a 89 gt with a crazy idle problem. The idle is up around 1400 untill i am at 3-4 mph or under. If I am in traffic going 5 mph or above its like the cruise control is on(which I dont have) I have cleanned the iac then replaced it. I cleanned the mass air. I disconnected the battery each nite untill the next day. I removed the air cleaner from the fender well to the engine bay. It does it with the fan on or off. If I am cruisin at any speed and push the clutch in it stays at 1400 untill i stop. I sprayed all vac lines with carb cleaner. I am pulling out what little hair I have. Anyone have any ideas?? The tps has around 500 miles on it, I will recheck the voltage today to be sure, Thanks

I think it still has to do with air blowing around the mass air meter, of something along those lines...

reset the base idle THEN check TPS voltage. dont just check tps volts cause if your base idle is way off your car will act up

do u have a fuel pressure regulator on car?adjustible
