I was trying to figure out why my AC said it was charged but didn't blow cold air. Then i noticed the belt runs over the AC pulley, and then the outside of that spins on its own? It will turn on every 10 seconds or so for about 2 seconds then shut off. Has any one else had a similar problem? Do i need a new compressor?

As the AC compressor runs the high side of the system increases pressure and the low side drop in pressure. If your refrigerant is low, the low side will drop enough that the High/low pressure switch will kick in and disengage the compressor. The idea is that if the pressure is low enough you don't have enough refrigerant/LUBRICATION in the system and you might damage the compressor. After it switches the compressor off the two sides of the pressure system start to balance out again. As the low side increases pressure, the kill switch resets, and the compressor start up again, repeating the cycle.
Can you get your hands on a set of manifold guages? Some pressure reading would be helpful.
If you are sure you have enough refrigerant, check the power to the clutch. If it is cycling also, it is in the harness or pressure switches. The the AC clutch power is constant, the AC clutch would be suspect.

Mine does the same thing, the little outside piece wont spin? If so then yeah you need a new compressor.
