It's a black mig welder cart from HF. Has a shelf for a bottle and chains to retain it. Looks like brand new other than a few scratches where a welder was on the cart. The latest HF flier has them on sale for $35. If you use a 20% off coupon you can get it for $28 plus tax. Give me $20 and you can have it......already assembled.
