My definition is If you can drive it from my house to the track or irwin car show with as much hp as possible and not break down. Its a street car. It can be caged ,tubbed, nitrous doesn't matter as long as it is street legal and can do the formentioned tasks.

yeah, build it as wicked sick as you can, yet <legally?> inspected and daily'd. that's my plan
OK, street legal tires, Pump gas. cages and such= streetable to me. But, it would also depend on how old the car is, because if it is supposed to pass emissions and can't, then it's not street legal, hence not streetable. Just my $.02.

must have interior. not gutted, pump gas, DOT approved tires, a cage is ok. and nothing crazy done to the exterior, missing wiper blades,mirroir,lights etc. and stock looking body
Have current registration and and can drive down the street. Anything else goes!
its gotta be able to make a decent length trip with out anything stopping u along the way that a normal car wouldnt need to stop for. i dont care what tire u run on, i dont care if u want to run race fuel( if u got the money spend it), nos turbo blower n/a are all fine, so basically anything that will make a 200 mile round trip with no issues is a street car.
if it looks legal to a cop passing it , its a street car . I've photo copied inspection stickers to run my "street cars" to carlise. 90% of people who say their cars are street cars are full of shit, they for the most part are strip cars that wear the correct stickers thats all...
Drives to the flashlight drags... lol... instead of being trailered to a business next door and then driven in. :D

no cutting/welding/tubbing the car to "make it work".
stock or near stock long block.
no cage (IMO!)
can pass inspection legally. (If the car is catless, but could pass if it had cats, then its still a street car.)
full interior (including HVAC & stereo).
factory style suspension.
can be taken on a road trip in near stock level comfort/driveability.
but most importantly....... spends the vast majority of its time being driven on the street. The time driving to/from the track doesn't count as street time.
Mine is how they do it in the true street competition...
drive 30 miles, do 3 hot laps with no cool down, drive right off the road and onto the track
