It has nothing to do with the government collecting a little extra income...it has everything to do with the government levying MASSIVE taxes on ammunition that makes it unnattainable for regular people- making your guns worthless. What good is a rifle without cartridges for it?
This is a tactic that's been used in the past- the National Firearms Act of 1933 was the first instance- the federal government was afraid to outright ban machineguns because of the Second Amendment...so, instead, the levied an extremely high tax (for it's day) on them, and required all owners to be able to produce evidence that they'd paid this tax. Since no one but the very, very wealthy could afford the tax, machine guns were effectively banned.
