A mail order tune is usually sent with a kit in order to get the car up and running...however its not a tune that you want to leave on there...a dyno tune will get your car tuned correctly and running correctly so that you dont have to baby it all the time.
Adding to this is the drivability aspect. The car might run ok under w/o throttle but part throttle it might run into bucking, hesitations, ect. The car might also surge at idle. If you want to do it right, get a custom dyno tune. The car might run rich up top with mail order tune leaving more power to be had. Or it could run a little lean making it unsafe to drive.
