My fuel tank is leaking out of where the filler neck goes into the tank(leaks when tank is full). And if you look in the pic there is that rubber seal, i think that needs to be replaced. What is that seal called?

I would say a fuel filler tube grommet..Call your local Ford dealer, they'll know what your talking about.
