i talked to that guy through email also, he's been trying to sell it for a while. Said hes in need of money. Told me bottom dollar was $2200. Its worth looking at in person, offer him $1500 cash and see what happens.

I agree i hate when people hack cars up, but it looked to me that the quick disconnect was still there on the evaporator. If this is the case you could disconnect the cut off piece, and replace the lines. If you end up buying the car and need a/c pieces i have a couple a/c systems/parts

You could prolly find someone to clean up those wheels for you. They look like they are spray painted. Maybe spray something on them to remove the buzzbomb paint job.
If he will sell it for 1500 cash it sounds like a great deal! And a lot of fun!
Its funny what you guys up north think cars are worth. Around here in VA Beach they go for a little more. Probably no less than $3500. When I lived in Georgia a nice fox body would go for $4500 to $6500 sometimes more.
Hell I sold my 88 Coupe rolling chassis and it was pretty stripped for $6500
(all he got was a suspension, brakes, interior and a paint job)
I offered my 1993 4 cylinder up for sale to someone on this board for $2500 and they basically laughed at me. There was nothing wrong with it other than a few door dings. I sold that car for $2500 recently.
I personally wouldn't buy a car from anywhere up north used due to rust.
Good Luck with the purchase.

That was part of my point. My other point is just because people don't pay much for a rusted out weathered POS, they also think that is the going rate everywhere else.
Not saying your getting a bad deal. But if he is only asking $2200 It can't be in that great of shape. It looked wreck to me by the looks of that door. Just be cautious.
Also you said you planned on putting another $2000 into it. Why not just put $4000 into something in better shape?
Hank
you can pay now or pay later. i have learned from past experiences no more 1500 fixer uppers etc. by the time they are usually all straightend out mechanically and body wise to be presentable you have as much money in them as what it would cost to go buy a decent car in the first place
anymore time is money...i love to tinker and do little stuff but whole body paint jobs, bodywork and fixing tons of previous owners effed up mistakes got old.
As far as Fox Mustangs go....it depends on what your plans are. If just trying to get a driver on the road one would be better paying 3-5k for a nice one. If you plan on going crazy e.g. custom notch, drag car, or show car then it may be worth picking up a straight 200k mile beat on car for 2k.
