I always use eagle one wheel cleaner. But I have tried atleast 50 different brands of wheel cleaner and when the wheels were really dirty like the ones in the pic you posted you cant just spray it on and wipe it off. gonna need to scrub them with wheel cleaner and a wheel brush

I can second the Eagle One stuff. My boss just told me about the Eagle One Mag Etching Cleaner that he used to clean the chrome wheels on his F-350. I picked a bottle up and tried it on the Lincoln and the wheels haven't been this clean since they were new. Got all the crap stuck in between the spokes off and didn't leave any markings on the chrome at all. Worked PERFECT and was like 6 bucks at Pep Boys.

Get the gel p21s wheel cleaner. Spray them down, let it sit for a few minutes then take a clean soft rag and go over them before rinsing with water. After that some mothers chrome polish and they will be as good as new.
