Just proves they don't build them like they used too.
Those jobs don't always go to the low bidder. The general has the option on going with whomever they want. If they feel that the bid is ridiculously low, they can throw it out. The bidding is to gauge approx price. Its not Bizzaro-ebay.
Also heard that the section that fell didn't have quite enough concrete to lintel overlap, that it was acceptable, but barely. Now that the concrete has shrunk up considerably because of the 3 weeks of < 25* it fell. It shouldn't have by any means, but maybe with a combo of "shrinkage" and heavy truck vibrating it, it shook loose. Thankfully noone hurt. Concrete will shrink alot when the cold persists. Look at a bridge deck joint in the winter and summer. Huge difference. Concrete can take sometimes over a year to fully cure.

ya think? it is Pittsburgh. I am by no means an engineer, but shouldn't you factor in the worst case scenario then multiply that by 2 or 3 just to be sure??? especially a public place where hundreds or thousands of peeps might be crushed???

I'm with Viper on this one. 99% of the time, the GC will use the low bidder, then go back and beat them up for some more money after the fact.
