The magnafluxing and tanking would cost about that much.......
If the block has not been bored beyond the useable range, I think $250 would be a fair price for a 69 block.

Also you need to know the '69 blocks are slightly shorter 9.48" deck vs. normal 9.5" 351W but you should check the deck.
