You need need a permit regardless in Philly.

Philly has basically all it's own rules about everything and anything.

Place is silly.

Philly is part of NJ anyway.

I don't know much about Philly but what I do know is that state law supercedes, they can try and make up whatever law they like it won't hold water in court.

I agree that it should be part of Jersey.

I do recall some racing banter via pm. I believe I said I would run you at any given sanctioned event but it was a waste of time because you were faster. The offer still stands. The RaceCav will run whatever
