Keys. Haha who needs keys? My mom did the same thing couple years ago to my fox. Luckily she found them before spring time. Took her a couple months though.
A locksmith should be able to do it for you. I think it cost me around $80 when I had it done a few years ago.
There is also a chance that the dealer may be able to cut you a set but due to the age of the car that isn't a guarantee. AAA may also be able to help.

to get the door open, pry the top of the window frame out, get a piece of brake line fished through the gap keep bending it around until you get it aimed at the unlock button and press it.
for the ignition just take the trim off around the column, look right beneath the tumbler, theres a small hole with a pin in it, drill the pin out and the tumbler will come right out.
or look harder for the keys haha

Gather up everyone you know and borrow their FOX keys ... 1 in 10 will likely work :D
You can buy new sets of locks, a bit of a PITA to change them all but not bad. A locksmith can make you keys for sure.
Call the local "Dealer Only Auto Auction" And ask who makes keys for them.
Then when you call the guy tell him where you got his number and tell him it's a cash deal and let him come at his convenience, It's not that much.
They loose keys all the time at the auto auctions

my advice is to go to a Ford Dealer, give them the vin and tell them you need a key cut. Will likely be around 20-30 bucks for a key...take your insurance/proof of ownership/ID card...the only thing that may pose a problem is the New key with an old lock cyl..worth a shot though! worst comes to worst you can buy a new lock cylinder and code it like the original in it, and have new keys cut..
