PA emissions..do they inspect for cats?

i have a 00' GT with o/r x pipes. now...i go to meineke and they know me very well. now i need an inspection soon and i was wondering..can i pass with no cats? if i weld something that looked like a cat to the pipe would that pass a visiual test?

need some ideas or an inexpensive answer...
now one problem i do have is that my o/r x pip is welded the rest of the exhaust..so i cant just take one system off for another..

if you have a visual inspection yes it will pass as long as its not obvious they are fake. I think almost all countys have a visual now at least so you will need them or something thats looks like them....I know my parents garage has a visual in armstrong county

If you have not driven your car more then 5,000 miles since your last inspection, you should be emissions exempt. If you have driven more then 5,000 miles and you don't pass, pull out your wallet and bend over.

It depends on the county you live in for sure. An 00 GT in Allegheny county getting a test gets no visual and won't fail just because the cats are missing. If the check engine light is on because the cats are missing then it fails. In a non emission county you get a visual as part of the safety inspection and there is no exemption.

I believe you still have to pass a visual, even if under 5k miles.

I think the milage exemption is statewide, not by county. Doublecheck the penndot website but I"m 99% sure the 5k mile exemption is statewide

Emissions as long as you don't have a CEL you are fine.

INSPECTION, is a different story. You will need to pass a visual.

No sniffer test in Pa for the '96+ cars. They use an OBDII computer test to verify that the system readiness tests clear and that there are no codes. Also they are to verify that the check engine light comes on key on engine off, and that it goes off once the car is started.

Cats are a federal law requirement regardless of mileage driven. If it came with a cat, legally it needs a cat even if it moves 1 mile a year on and off a trailer.
