It does go to the evap is this a vent I can feel slight vac from it. It was blocked off with a rubber hose and a clamp when I took it off a lot of fluid came out of it and had a real foul smell

since you Know that its evap, then look at the routing sticker under the hood.....if that aint there, im sure you can search it and find it, but ifits near the rail,im thinking it runs to the tank
