Did you check the fuel inertia switch?
got ya, i thought it sounded like it wasnt turning over.
it def could be the pats system then if you dont have fuel or spark. the pats box is under the dash on the drivers side. its not in the cluster like the 99+
Do you have anyway of plugging into it and reading the codes? if it is the pats it will have one in it.
Could be a crank sensor too
