Yes, that is what I'm telling you. Most companies such as Cobb provide stage tunes in their handheld tuners that coincide with the modifications on the vehicle. A stage 2 would be for mods like a turbo-back exhaust and intake upgrades. The more mods, the higher the tune stage that's needed to support them.

Yeah but I guess my point is, people that "understand" what he means by stage 2 just know that it "just works" for that amount of mods, but they dont know exactly what it does.
I prefer knowing the details of things like that, but thats just me. I understand not everyone needs to know all the little details

I think saying stage 2 ecu is automotive shorthand for I have such and such mods but don't feel like listing them all

On a more serious note, there is some degree of validity in using the "stage X" descriptor. Like slow01gt said, its a shorthand for a mod or list of mods. The problem is that unless you are into "the scene" for that car just seeing "stage X" is meaningless.
This.
A good friend of mine has a wrx that he had tuned at mach V, a dsm/subaru/bmw shop in virginia. Whenever they asked him what he had doneto the car before the pro tune he said a stage 2 cobb tune and they knew exactly what that meant. They put it on the dyno as it came in and it made 221whp and they said it would make 220.
I know what you mean though, sometimes the stage terms get thrown around like nothing and it makes the owner sound like an idiot. But they are definitely meaningful when the person isn't acting like a tool lol.

I was flashed at what must have been a stage 2-- she got a free beer from me
I dunno, was pretty easy for me to see what he was talking about and i'm not into that scene ...
The ad says " It has an Invidia bellmouth down pipe and a Cobb Accessport V2 which comes with the car and is not for sale seperately.
It is flashed to a stage 2 and runs amazingly well. "
I copied Cobb Accessport V2, and pasted it into google and come up with this ...
http://www.cobbtuning.com/products/?id=3264
Clicking the requirements link for Stage 2 shows more detail on what is required, and what it gets you ...
The only thing that might be confusing is the wat he typed it ...
Now if you want to rant about something, lets talk about people / shops / tuners that only post AFTER dyno curves ... C'mon man, i'm not F'ing stupid, you want to brag on your magic work show me BEFORE and AFTER on the same dyno and we can decide if your work is worth anything ... otherwise we could all race dynos on the internet ...
