I thought the '94-'95 base GT wheels were "waffle" wheels, and that the '87-'90 GT wheels were called "turbine" wheels?

I'm sorry - you did say "mid 90's" GT wheels... I read too quickly and thought you were talking about '90 GT wheels. My bad.

If you are painting them and the original finish is not flaking or peeling you would be able to get by with a good scuffing with 120 grit, primer and paint. Unless the substrate is bad then you should probably blast for a good clean base to begin.
If you want to coat them then they should be blasted.

collinPC, what would you charge to powdercoat them waffles wheels, im thinkin a charcoal grey or gunmetal grey maybe....something with flake in it but not black or just straight grey

Rough quote would be in the neighborhood of 75 per wheel single stage and 110.00 per if it needs a clear coat. Most Grey colors have a metalic base and require a clear. I have a clear with a flake in it that I could use on any grey you wanted. There are some fantastic greys available right now from light to almost Black but still grey.

hit it with 280 sandpaper, primer then sanded primer with 600 then 3 coats lite gray mettalic and a coat of clear. turned out perfect. thanks again
