Exhaust, intake,gears,tune,drag radials....is a start. I know there is more you can do with 4 grand I just can't think of it. I know you could do a blower but that is moe money.

id say a little more money and get a blower. they really do wonders for the tree valves. then all the other cheaper mods can come later

I'd save for a little while longer and go for a Kenne Bell blower. ( Around $6500 installed? ) I've heard nothing but great things about them. For a street car, you won't need to change the rear gears, as the KB gives you tons of bottom end. Then add some lowering springs, exhaust, and Foose Nitrous 20" rims - staggered with 8's in front and 10's in the rear.
Anyone care to guess what my '05 GT will look like after I finally decide to buy it?

It's not $4k, but I did the following performance-wise:
JLT Intake with Tune (and tuner) ~$500
Bassani X-Pipe ~$550
Just from that I got 303 rwhp on the dyno. I think factory is somewhere around 255. Thats for the 05, which I think is the same as the 07.
For only racing a couple times in my life, I was getting mid-13s on stock tires. I put 4.10 gears in, but have not tried them on the track yet.

I would do 4.10 gears,sct xcal2 with a couple tunes,jlt cai,upper and lower control arms,springs,1piece drive shaft,throttle body,full exhuast,short shifter,some drag radials and headers.....and enjoy the low 13's high 12's strip times while still driving it everyday and getting "about" the same mileage. The save for a blower for like a 6-12 months and run 11's

If you decide you're going to go with a Kenne Bell blower down the road, make sure you don't buy a cold air kit beforehand, as you'll have to remove it when you install the KB kit. KB doesn't believe in the underhood "cold" air kits, and provides you with a true cold air kit that pulls air from the fender/bumper area.
So what mods are you leaning toward?

yeah but i doubt he's going to want to leave the stock cold air box in there if he even thinks of kenne bell down the road. you can always sell it if you end up no longer having a need for it. CAI is almost one of the first mods on anything
