Microsoft Paint works just fine for most folks, assuming you use Windows and I bet you do.
Go to Image -> Stretch/Skew and change the %

On a completely different note, huge congrats Mike on getting your own Modular performance shop going!

I will second the Microsoft Powertoys. Keeps good quality, and is Really simple and fast!
