Good question Russ. For some reason I want to say it's under the dash above the fuse box. Never had to find it before. There's only a few relay's under the dash, so it shouldn't be hard to narrow down. Just trace it from the trigger wire in the column.

The horn relay is located on the driver's side under dash you will see a small
white sometimes yellow relay when you unplug it you will see it has 3 terminals

On my 84, its behind the panel on the passenger side of the dash. I would suspect that changed at some point through the variations.

It should be tucked up under the dash near the fuse panel. If not then the horn relay should be located somewhere in the mass of wires under your dash in the middle around where the center console meets the dash.
    What year is it?
