can you advance or degree a cam with out taking the rockers and lifters out or can you just put a wrench on the cam bolt and turn it?

Generally you need to loosen the valve train. Is the cam timing out?

Not lined up as in how? With the marks on the front cover? You could turn the key and jump the relay with a screw driver if you dont have a helper. All this while turning the dist. to get the thing to start. It could be out a tooth or two and not allowing enough movement either way.
