Exhaust wrap question

Can you get this stuff wet and it still work? The reason i am asking is my buddy has an older subaru and his heat shield on his exhaust below the car is rattling around and such and he is going to try and tighten up the shield but he is pretty sure the bolts are just going to break off and is wondering if that happens can he use the exhaust wrap under the car? If not what should he do if the bolts break off?

If you wrap the pipe then get it wet and the pipe is mild steel it will rust faster.

Easy fix is just to use a large hose clamp on the heat shield. My techs at work do it all the time.
