recall on 99-04 seat belts?

I know a few people have problems with their belts either not retracting or sticking while trying to buckle them. Someone told me there is a recall on the belts. Does anyone know if this is true and if so do I just have to call ford or what's the deal here?

I am having trouble with my driver seatbelt right now not retracting. I thought it was because my kids had it f*cked up lol... I will have to ask the dealer here and see what they say.

If I find anything out, I will let you all know.

Every Ford I've ever had seemed to have seatbelts that didn't retract half the time.

x2 my drivers side belt has a hard time retracting.
