I did some searching and found that Title 67 PA code chapter 177 states that for 2008 emissions inspection per section 177.51(f)(2), a car from 1983-1995 is just a tailpipe, gas cap, and mechanical emission control devices (listed in sections 177.203(c) and (d)). Hence so using a Megasquirt or similar aftermarket standalone is permitted since its not on the list of inspected parts.

moreover, from 1981-1992, the emissions allowed are 1.2% CO and 220 ppm on HC.
