I have 35 on the sides and 20 on the back of my 04 Cavalier and no problems. I've even gotten stopped for my plate sticker and the cop didn't say anythign to me about it.
I believe that if you're not giving the cop a catalyst to nail you on the tint then you will be fine.
When we still has to check tint for inspection we had to look for a compliance sticker between the window and the tint. I think it said "Complies with VESC-20". You would have to double check to see if that is still valid. If the tint had that it was legal. I am glad we don't have to check it anymore.
